Lebanon is outside the Apostille Convention
Lebanon is not listed as a party in the Hague Conference status table for the 1961 Apostille Convention (last updated 30 June 2026), so the FCDO apostille is not the final stamp. For countries outside the Convention, GOV.UK describes three steps: the FCDO Legalisation Office, the country's embassy in London, then approval by that country's Ministry of Foreign Affairs.

What the FCDO checks, and what it cannot do
The FCDO Legalisation Office compares the signature, stamp or seal on a UK document with its own records and attaches an apostille when they match. It only deals with documents issued in the UK, and GOV.UK says British embassies and consulates abroad cannot legalise documents of any kind.

The embassy's own conditions
The embassy's legalisation page says every document must first be notarised by a public notary and legalised by the British Foreign Office, and asks for one copy of each original, front and back. Its consular fees are paid in cash or by postal order payable to the Embassy of Lebanon.

Certificates, degrees and business papers
For school, college and university certificates, the embassy also asks for a copy of your university ID from your last academic year, proof that you live in the UK and a copy of your ID. Certificates of origin, commercial invoices and other commercial documents should first be certified by the Arab British Chamber of Commerce.

Registering a UK birth, marriage or divorce in Lebanon
For Lebanese citizens, the embassy registers births, marriages and deaths and sends them by diplomatic pouch to the Ministry of Foreign Affairs and Emigrants, which passes them to the Ministry of Interior and Municipalities for the civil registers. Its ordinary legalisation of birth, marriage and death certificates is marked as not for registration in Lebanon. A final and absolute UK divorce certificate must be legalised by the FCDO and then translated into Arabic, and registering a marriage to a non-Lebanese spouse needs that spouse's detailed birth certificate in Arabic translation.
