Documents from Ukraine used in the UK

The rules that change because your document comes from Ukraine, and the ones that do not, each with the rule that governs it.

The short answer

An apostille has existed for Ukrainian documents since 2003, and yet none of the UK organisations we checked asks for one on incoming paperwork. What their rules set out is how the English translation must be done, and for Ukrainians the driving licence rules deserve special attention.

The apostille position, answered

  • Ukraine joined the Apostille Convention, in force since 22 December 2003, so its public documents can carry an apostille obtained in the issuing country
  • The UK's own Legalisation Office states: "You cannot get documents issued outside the UK legalised using this service - get them legalised in the country they were issued"
  • None of the official guidance we checked for the organisations below asks for an apostille or legalisation of the incoming document

What the rules actually ask for

The translation, done to each organisation's spec

  • For degree documents, UK ENIC's Translation Waiver names Ukrainian in its paid group, so for a Statement of Comparability you may not need a full certified translation
  • ENIC's page prices that route at a £49.20 waiver fee inside a £118.80 total for the Statement of Comparability service
  • Everywhere else, and for languages ENIC does not cover, its page says it "accepts certified translations from professional translators"

Your case, organisation by organisation

These pages quote the exact published requirement for each receiving organisation. All of them apply to Ukrainian documents.

Your Ukrainian driving licence

Ukrainian licences are on DVLA's designated-country exchange list, so the exchange route applies. The official outcome states:

"You can continue to drive in the UK without exchanging your licence for 12 months after becoming resident."

"After 12 months you must exchange your licence to keep driving. You can exchange it up to 5 years after becoming resident, if it has not expired."

On a Ukraine visa scheme? The outcome changes: "You can continue to drive in Great Britain without exchanging your licence for at least 3 years after becoming resident", and "You may be able to use it for 4 years and 6 months depending on when you successfully applied for entry clearance or permission to stay in the United Kingdom."

Test date matters: "If you passed your driving test before 28 December 2021: You can only exchange your driving licence for a UK licence that allows you to drive automatic vehicles."

Motorbikes: "You cannot exchange your motorcycle licence for a UK equivalent."

Two Ukraine-specific warnings

The British Embassy Kyiv page states: "Our notarial and document services are not currently available in Ukraine."

Going the other way, the UK Legalisation Office states: "You currently cannot have legalised documents returned to Russia, Ukraine or Belarus. You can either have the documents returned somewhere else and send them to these countries yourself, or use the e-Apostille service instead."

The embassy will not translate it

A common assumption is that the British Embassy can translate or handle your paperwork. The official guidance says otherwise: "British embassies, high commissions and consulates cannot translate documents."

For certified copies, the same guidance says: "If you're abroad and need a certified copy of a document for a reason other than legalisation, you should find a local notary to do it." Common questions

Do I need an apostille on my Ukrainian document for use in the UK?

Ukraine is a contracting party to the Apostille Convention, in force since 22 December 2003, so its public documents can carry an apostille obtained there. None of the official guidance we checked for the organisations covered by these pages asks for one on incoming documents, so confirm with the receiving organisation before paying for anything. The UK cannot add an apostille to a foreign document, so where one is wanted it comes from the issuing country.

Can I exchange my Ukrainian driving licence for a UK one?

Ukraine is on DVLA's designated-country exchange list, and the rules split by visa scheme. Without a scheme visa: 12 months driving, then exchange, within 5 years of becoming resident. On a Ukraine visa scheme: at least 3 years, possibly 4 years and 6 months depending on when you applied for entry clearance. Tests passed before 28 December 2021 exchange to an automatic-only UK licence, and motorcycle licences cannot be exchanged at all. The decision is always DVLA's.

Does my Ukrainian degree need a certified English translation?

For UK ENIC's Statement of Comparability, Ukrainian is in the Translation Waiver's paid group, priced on ENIC's page at a £49.20 waiver fee inside a £118.80 total, so you may not need a separate certified translation for ENIC. For most other organisations, the published rules ask for a certified English translation. Our dedicated pages show the exact wording each organisation uses.

Will my document definitely be accepted?
