The short answer

An apostille has existed for Cypriot documents since 1973, and yet none of the UK organisations we checked asks for one on incoming paperwork. What their rules set out is how the English translation of a Greek or Turkish document must be done.

The apostille position, answered

  • Cyprus joined the Apostille Convention, in force since 30 April 1973, so its public documents can carry an apostille obtained in the issuing country
  • The UK's own Legalisation Office states: "You cannot get documents issued outside the UK legalised using this service - get them legalised in the country they were issued"
  • None of the official guidance we checked for the organisations below asks for an apostille or legalisation of the incoming document

What the rules actually ask for

  • UK ENIC's free Translation Waiver list is written as examples, and neither Greek nor Turkish is one of the named languages, so check with ENIC before assuming either way
  • ENIC's page states it "accepts certified translations from professional translators, if your language is not covered by the Translation Waiver Service"
  • Every other organisation publishes its own translation rule, and our case pages quote each one exactly

These pages quote the exact published requirement for each receiving organisation. All of them apply to Cypriot documents.

Cypriot certificates: who issues them and who adds the apostille

Cypriot certificates come from the District Administration Offices and the municipalities, and one ministry adds every apostille. What the Cypriot government's own pages say:

  • Any District Administration Office can issue a birth certificate once the birth is registered, wherever in Cyprus the birth took place. Each certificate carries a unique registration number and the official seal, and the Ministry of Interior gives the fee as €5.
  • A certified copy of a civil marriage certificate comes from the municipality that performed the marriage or from the District Administration Office; the request gives both spouses' full names, the date of the marriage and the municipality.
  • The Ministry of Justice and Public Order is the Central Authority for apostilles. It adds them in Nicosia and Limassol, and the service is also offered through Citizen Service Centres. The fee is €5, paid in stamps.
  • Original birth, marriage and death certificates are apostilled directly, with no earlier certification step. A copy can carry an apostille only if it is a certified true copy produced by the department that issued the original.
  • Cyprus has no notary system. A private signature is certified by a certifying officer appointed by the Minister of Interior, then by the District Administration, and only then apostilled.

Applying from abroad: Cypriot embassies and high commissions cannot add an apostille themselves, but they can forward your application to the Ministry of Justice and Public Order.

School-leaving certificates: an apolytirion issued after June 2006 can be issued by the school itself in English, one of 14 languages, for €8. That route does not cover older certificates, or those from gymnasiums, technical schools and private schools.

Your Cypriot driving licence

EU licences use their own route in DVLA's tools, separate from the designated-country list. The official outcome states:

"You can drive in Great Britain on a full, valid driving licence from an EU country."

"You can drive in Great Britain until you're 70. If you're 67 or over when you become resident, you can drive for 3 years." After this time you must exchange your licence, and the official wording adds: "You do not have to retake your test."

One caveat from the same tools: "If you got your EU licence by exchanging a non-EU licence, you can only drive in Great Britain for 12 months."

The embassy will not translate it

A common assumption is that the British Embassy can translate or handle your paperwork. The official guidance says otherwise: "British embassies, high commissions and consulates cannot translate documents."

For certified copies, the same guidance says: "If you're abroad and need a certified copy of a document for a reason other than legalisation, you should find a local notary to do it." Do I need an apostille on my Cypriot document for use in the UK?

Cyprus is a contracting party to the Apostille Convention, in force since 30 April 1973, so its public documents can carry an apostille obtained there. None of the official guidance we checked for the organisations covered by these pages asks for one on incoming documents, so confirm with the receiving organisation before paying for anything. The UK cannot add an apostille to a foreign document, so where one is wanted it comes from the issuing country.

Can I exchange my Cypriot driving licence for a UK one?

Cyprus is not on the designated-country list; EU licences use their own route. The official outcome states you can drive in Great Britain on a full, valid EU licence until you are 70, or for 3 years if you were 67 or over when you became resident, and when you do exchange, you do not have to retake your test. If your EU licence came from exchanging a non-EU licence, only 12 months. The decision is always DVLA's.
